Regional Law No. 28-RZ “On allotment free of charge of land plots to citizens with three and more children underage”.

This Regional Law sets forth the modalities of allotment free of charge of public or municipal land plots to citizens with three and more children underage for smallholding, individual construction, horticulture and gardening, and establishes maximum and minimum land areas of the aforesaid land plots. The right of allotment shall be granted in accordance with the following criteria: (a) nationals of the Russian Federation; (b) residence on the regional territory for the last three years; and (c) in need of improved housing conditions.

This new Provincial Lands Act aims to modernize the legislative framework and provide better environmental. In particular, the Act provides for better protection for Crown land by investing the government with the ability to respond and take action when land is being misused, such as issuing immediate stop work orders. Furthermore, the framework for the Ministry of Agriculture Crown leases shall be used as security; and the time period of certain long-term leases where significant investments are possible, such as wind power development shall be increased.
