This Act makes provision for matters of partition in the relation with the development of land.It defines sectional ownership of immovable property and provides rules relative to common ownership. Development schemes shall be approved by the Director of Surveys and Mapping. The Act further provides for, among other things, formation of associations that shall govern a development scheme and common property, registration of rights and exclusive use of common properties and servitudes.

This Regional Law validates the list of grounds for refusal of validation of land use planning schemes: (a) use of different systems of coordinate than the regional ones used for state cadastre of immovable property; (b) imprecise and inaccurate coordinates related to the location of land plots; (c) used of wrong mapping methods; (d) absence in the state information systems of data and information permitting to verify submitted coordinates; and (e) absence in the state cadastre of data and information on coordinates of land plot.

These Rules amend the Rules of the Superior Courts in relation with the resolution of disputes mentioned in the Land and Conveyancing Law Reform Act 2009 and registration of lis pendens and other (relief) proceedings for purposes of the Act. La presente Ley tiene por objeto los principios y directrices para la elaboración del Plan de Uso de Terrenos del Estado Libre de Puerto Rico, el cual constituye el instrumento fundamental en la planificación del aprovechamiento óptimo de los terrenos, basado en un enfoque integral que garantice al mismo tiempo un desarrollo sustentable del país y la conservación de los recursos naturales. La autoridad responsable de formular el Plan es la Oficina del Plan de Uso de Terrenos, establecida en virtud del artículo 3º.
