El presente Decreto Legislativo establece el Régimen Temporal Extraordinario de Formalización y Titulación de Predios Rurales, declarando de interés público nacional la formalización y titulación de predios rústicos y tierras eriazas habilitadas, a nivel nacional, por un período de cuatro años.

El presente Decreto reglamenta la Ley Nº 1.152 de 2007 en lo relativo a las medidas de protección de predios y territorios abandonados a causa de la violencia, estableciendo el procedimiento para las solicitudes de inclusión del inmueble en el registro de predios y territorios abandonados a causa de la violencia y la correspondiente prohibición de enajenación o transferencia.

Implementa: Ley Nº 1.152 - Dicta el Estatuto de Desarrollo Rural y reforma el Instituto Colombiano de Desarrollo Rural (INCODER). (2007-07-25)

Order No. 411 of the Ministry of Agriculture validating Regulation on the Federal Veterinary and Phytosanitary Supervision Service.

This Order establishes competence of the Federal Veterinary and Phytosanitary Supervision Service related to state land survey of agricultural land. State land survey shall be carried out in the form of inspection by the authorized bodies. The purpose of the foresaid inspection shall be the enforcement of land legislation related to land protection and land tenancy. Land cadastre data, land monitoring data and other related information shall be used in the process of carrying out land inspection.

Ministerial Decree No. 96 amending Ministerial Decree No. 511 validating the forms of the land ownership certificates.

The wording “Identification of land tenants” shall be substituted with the wording “Cadastre number of extraneous land plots”. In the Annex 2 related to provisional free-of-charge tenancy of land plots shall be inserted the wording “within the boundaries of land plot (cadastre number).”.

The purpose of this Regulation is to determine lands that could be used for other than agricultural purposes when needed and to determine lands of with a potential high level of agricultural production. The Regulation sets forth provisions on cadastre, land registration, actions to be taken for protection of environment, land leveling by determining all vegetative production areas including meadow and pastures, preventive measures for erosion, efficient use of lands, drainage network, land valuation and land parceling, in the field of land consolidation.

La présente loi détermine les règles et procédures de l’expropriation pour cause d’utilité publique et l’occupation temporaire.L’expropriation est la procédure par laquelle l’Etat peut, dans un but d’utilité publique et sous réserve d’une juste et préalable indemnité, contraindre toute personne à lui céder la propriété d’un immeuble. Les terrains nus, bâtis, aménagés, cultivés ou plantés indispensable à l’exécution, à la réalisation ou à l’application peuvent être acquis par voie d’expropriation pour cause d’utilité publique.
