The Standard Contract of Sale regulates commercial transactions with the plots of land, establishes the legal status of the plot of land subject to sale, regulates the obligations of the Parties, envisages the modalities of dispute settlement and establishes special conditions (that are not specified in the text) of land tenure.

This Act provides with respect to the administration, structure, operations, powers, responsibilities and (additional) functions of the National Land Commission established immediately upon passing of this Act. The Commission shall be independent from the Government and shall propose, advocate and coordinate land reform policies, legislation and programmes in Liberia.

The principal Act is amended by adding sections 43 to 58 so as to provide for enforcement notices that the Commissioner of Lands and Surveys may serve on any person that the Commissioner or any person to which section 3 applies is, is of the opinion that any person is contravening the terms and conditions of any grant, lease or licence or is wilfully failing to comply with any frontage lines as provided for in section 24 or any high water mark boundary as provided in section 28, or is otherwise contravening any other provisions of the principal Act or any Regulations made thereunder.

Article 15 shall be amended to add the following wording: “Expropriation of plots of land for public needs shall be performed in exceptional cases in accordance with the decisions taken by the Regional executive bodies”.

For the purpose of the present Act “land re-adjustment” means the implementation of development of many plots of land by land replotting, improving or constructing infrastructure, and jointly bearing the burdens and equitably distributing the returns. To this end, there shall be above all cooperation between the private sector and the public sector, with the objective of utilizing land more appropriately with regard to transportations, economics, social, the environment and communities, and so as to be in line with urban planning.

Article 3 shall be amended to add the following wording: “The amount of payment in accordance with contract for the application of servitude related to land plots shall be calculated in accordance with the purpose of and the grounds for the application of servitude in conformity with the Articles 1 and 2 of this Regional Law”.
