La presente Ley establece las normas básicas e instrumentos de gestión de observancia general, para ordenar el uso del territorio y los asentamientos humanos en el país, con pleno respeto a los derechos humanos, así como el cumplimiento de las obligaciones que tiene el Estado para promoverlos, respetarlos, protegerlos y garantizarlos plenamente. La Ley regula la concurrencia de la Federación, de las entidades federativas, los municipios y las Demarcaciones Territoriales para la planeación, ordenación y regulación de los asentamientos humanos en el territorio nacional.

El presente Decreto Legislativo modifica la Ley de fortalecimiento de la camaricultura, respecto a la creación del Registro Especial Asociado de Concesiones o Contratos de Arrendamiento de Playones Nacionales para el Cultivo de Camarón, el cual está a cargo del Instituto de la Propiedad (IP), en el que debe inscribirse otorgamiento, modificación, cancelación, transmisión y gravamen de casa concesión; así mismo, debe inscribirse las mejoras actuales o futuras que los concesionarios efectúen en los predios otorgados en arrendamientos por el Estado (Artículo 6º).

The Resolution creates the authority of the agency granting the recognition of ownership of agricultural/non-agricultural land to persons, entities and other formations which are in a legitimate possession (use) of the land or arbitrarily occupy the land. This Law regulates the conditions and methods for determining of the correct, safe, sustainable and controlled use and planning (spatial also) of the construction land (private and state-owned construction land), including the financial issues (as regards the territory of the Republic of Srpska, autonomous province part of the Federation of Bosnia and Herzegovina).The Law is divided into VIII Chapters and 51 articles (for mechanisms and instruments for financing the construction of construction land see Chapter V).

The present Regulation is made under the Land Titles Act, 2015. In particular, the Regulation provides for the correct and efficient enforcement of the aforementioned Act. Section 2 establishes that the present Regulation applies in respect of the following plans: a) an air space plan; b) a condominium plan; c) an explanatory plan; d) a plan of subdivision; e) a sketch; f) a compiled plan; and g) any other plan of survey.

The regulation establishes privatization prices for state-owned agricultural land according to categories (broken down for each municipality of Georgia); and annual use fee for the state-owned agricultural land that may not be privatized (broken down into the following categories: pasture land, and pasture land in Akhmeta and Dedoplistskaro municipalities) (2 annexes).

This Federal Law establishes new grounds and procedures for compulsory termination, as well as the specific features of acquiring, rights to plots of agricultural land. A land plot may be expropriated from the owner in a judicial procedure if it has not been used for 3 or more years to perform agricultural or other activities related to agricultural production.

Article 4 shall be amended to add the following wording: “Regional state executive body in the sphere of land relations shall validate map of location of land plots pertaining to public ownership on cadastre map of the regional territory”.

This Decree-Law, consisting of 7 Chapters and three Annexes, regulates the preparation and implementation process of the Plans for the Management of Coastal Zones and the Adjacent Sea (POOC_M). This Plans are territorial management tools containing a set of actions for the coastal zone management, which interventions are planned for the terrestrial areas, referred as 'onshore', and areas called as 'adjacent sea areas'.

Section 4 of the above-mentioned Act establishes a body corporate to be known as the Wakamow Valley Authority.
