The text of the Act opens with an extensive interpretation section. It includes definitions of "contiguous", "diagram", "erf", "land surveyor", "owner", "reference mark", and "township". The Minister shall appoint a Chief Surveyor-General (sect. 2).

Section 3 defines kinds of land holding tenancies, i.e., tenancy for years, a tenancy from year to year, a tenancy for less than a year, a tenancy at will and a tenancy on sufferance.
