This Law establishes that Council of local government shall have plenary powers and competence related to elaboration and validation of perspective programs on environmental protection and land-use planning, lease of public land, the modalities of land tenure and construction on land.

These Regulations, made under sections 108 and 110 of the Land Registration Act, 2012, set out in the Schedule the form that shall be used for the continued execution of land transactions. The form concerns a lease issued pursuant to the transitional provisions in sections 160 and 161 of the Land Act and section 108 of the Land Registration Act. The form also sets out conditions of lease.

This Law, consisting of five Chapters, regulates the requirements to transfer the land ownership of any immoveable property. It specifies terms and conditions to deal with land, benefits from the land, building and things constructed or situated on that land and things installed on those buildings. It establishes land property restrictions, registration, offences and penalties.

This Act provides rules relative to sale and other transactions concerning land. It also concerns (statutory) mortgages, easements and selected matters regarding leases. The Act requires contracts for sale etc. to be in writing. All conveyances of land or of any interest therein are void for the purpose of conveying or creating a legal estate unless made by deed. The Act specifies covenants that may be included in a deed. Mortgaged land may be leased by mortgagee or mortgagor for agricultural or mining purposes. As for mortgages the Act specifies procedures for execution.

This Act amends the Land Act by inserting a new section (32A). It also amends sections 31, 35, 59, and 92. Section 32A provides that a lawful or bona fide occupant shall not be evicted from registered land except upon an order of eviction issued by a court and only for non-payment of the annual nominal ground rent. Section 92 is consequentially amended. Section 59 concerns functions of district land boards and declares transactions or allocation of land carried out by a board to be null and void if in contravention with specified provisions.

Article 6 shall be amended to add the following wording: “Extension of the period of validity of concession agreement, concessor (public partner) of which is a subject of the Russian Federation or a municipal unit shall be performed subject to approval by anti-monopoly body. The Government of the Russian Federation establishes the grounds for extension and the modalities of approval by anti-monopoly body”.

La presente Ley establece los principios y límites que rigen el vínculo de aparcería, definido como el contrato por el cual la persona que puede disponer de un predio rústico lo da, en todo o en parte, a otra persona para que lo cultive, recibiendo de ésta la porción de frutos que convinieren. A estos efectos la Ley clasifica las tierras que pueden ser objeto del contrato de aparcería en tres categorías: a) tierras de riego; b) tierras de humedad; c) tierras de temporal. La Ley regula la celebración, las causas de terminación y rescisión del contrato.
