The second LAND-at-scale (LAS) exchange took place from June 26^th to June 28^th, 2023. Sixty partners came together in Utrecht, the Netherlands to exchange lessons learned and explore common challenges. As of 2023, ten country projects are currently being implemented under the LAS program, namely Burkina Faso, Burundi, Chad, Colombia, Mali, Mozambique, the Palestinian Territories, Somalia, Rwanda and Uganda. All countries were represented and almost all implementing partners were present at the Exchange.

Challenges with regards to scaling is not unique to the land sector. Working in the context of agriculture for development, CGIAR and Wageningen University developed the Scaling Readiness approach.  This approach response to the fact that the pressure to demonstrate fast and visible results and impact at scale, has sometimes resulted in unreasonable and unrealistic expectations, and in fact stimulated simplistic and non-sustainable scaling approaches.

Chad is at the verge of an emerging land tenure crisis. As observed in many countries in Africa, formal and customary tenure systems overlap. Customary tenure systems, that generally prevail in rural areas, differ from region to region, with each its own needs and practices. Land conflicts are abundant, caused by degradation and transformation of land surfaces caused by climate change, as well as land investments by domestic investors with disputed legitimacy.

Burundi has the world’s highest hunger score and around 45 percent of the population is affected by food insecurity. The country copes with increasing scarcity of land as a result of increasing population size, returnees and IDPs and climate change. With the majority of Burundians depending on agriculture for their food and livelihoods, land scarcity makes this reliance on agriculture precarious. This pressure on land causes elevated levels of land disputes with over 55% of all court cases being related to conflicts over land.

Scaling is at the heart of both the name as well as the strategy of LAND-at-scale. Scaling and scaling potential are key in the way the program was designed and is reflected in the three pillars chosen to realize the aim of the program. The first pillar is about scaling successful initiatives and projects; the second pillar focuses on land governance innovations with scaling potential; and the third pillar covers knowledge management, with a focus on gaining a deeper understanding on the conditions required to make scaling successful.

En esta entrevista, el profesor Felix Ngana  habla de la creación de la Unidad de Formación e Investigación (UFR) sobre Gobernanza de la Tierra y Desarrollo Local (GFDL) en la Universidad de Bangui, en la República Centroafricana (RCA). Tras la creación de un programa de licenciatura, ya hay planes para ampliar esta formación a los niveles de máster y doctorado. Estos esfuerzos son oportunos, ya que el país se ha embarcado en un proceso de descentralización para elegir alcaldes y gobernadores que dirijan los consejos municipales y regionales, respectivamente.  

Una nueva publicación titulada "The Role of Metadata and Open Data in the Innovation Cycle of Land Administration" (El Rol de los Metadatos y los Datos Abiertos en el Ciclo de Innovación de la Administración de Tierras) pone el foco en este dinámico ámbito. Esta publicación ofrece valiosas perspectivas sobre la importancia de los datos abiertos y los metadatos estructurados, y sobre cómo pueden revolucionar los procesos de administración de tierras en todo el mundo. Al profundizar en los principios básicos de los datos y metadatos abiertos, esta publicación ofrece una comprensión exhaustiva de cómo se pueden aprovechar estas herramientas para fomentar la innovación e impulsar un cambio positivo en el sector de la administración de tierras.

En la Fundación Land Portal abogamos por los datos abiertos sobre la tierra y reconocemos la importancia de los datos sobre la tierra para impulsar el progreso en apoyo del desarrollo sostenible. Nuestro objetivo es involucrar a las partes interesadas y desarrollar medidas de apoyo para abogar por una mayor accesibilidad de la información sobre la tierra y apoyar el desarrollo de capacidades en este sentido. El reto actual al que nos enfrentamos es la inaccesibilidad de datos sobre la tierra mal gestionados, a menudo limitados a fuentes localizadas y eclipsados por la información de grandes organizaciones. Hacemos hincapié en la necesidad de que la información esté más disponible y sea más accesible a nivel nacional.

Land is not just a concern for the land community but for all communities, as it holds the potential to address critical global issues. Recognizing the need for a comprehensive approach to land governance, a global land agenda is being proposed. This blog explores the origins, objectives, and actions required to pave the way for effective land governance on a global scale.

"El Estado de los Datos sobre la Tierra: Transformando África en una Potencia del Futuro" tuvo lugar el 22 de junio y contó con cinco ponentes. El evento fue organizado por un equipo de organizaciones entre las que se encontraban la Fundación Land Portal, NELGA, GIZ y la Cooperación Alemana.
