The Order sets regulations regarding the establishment, operation and supervision of geothermal systems with the purpose of preventing pollution of groundwater, soil and subsoil. The established systems shall operate in using soil as a heating sources. Applications for authorization to establish such systems is required and shall comply with criteria detailed in Appendix 1.

These Regulations designate a coastal area as a Special Protection Area in accordance with Article 4 of Directive 2009/147/EC of the European Parliament and of the Council on the Conservation of Wild Birds.

These Regulations, made under sections 15, 18, 19, 20, 22(9), 23, 25, 30, 32 and 37(1) and (4) to (7) of the Landfill Tax (Scotland) Act 2014, make provision for the administration and assurance of Scottish landfill tax. They regulate the registration of persons who intend to make taxable disposals and provide for the making of returns.

The Order is intended to contribute to the sustainable development of rural areas through the promotion of stronger competitiveness in agriculture, food and forestry sectors. Its purpose is to protect the environment by granting subsidies to sustainable measures aimed to improve agricultural production and agricultural product qualities (Natura2000 planning).
