The present Act lays down provisions relating to the protection of agricultural land and the use of sewerage sludge. Article 2 lists cases of violations against the present Law, such as, for example, passing by car or horse on agricultural land, conducting cattle on agricultural land for grazing purposes, destroying of fences, street signs, etc.

The Act partly amends the Planning Act (inserting a new article 5, repealing art. 15, section 2, No. 22) and the Nature Conservation Act (inserting a new article 65a, and sections in article 78) with regard to experimental provisions for coastal and nature tourism activities and repealing the opportunity to plan for low-energy houses in local plans thereafter.

This Decree-Law, consisting of four Chapters, creates the new structure of the Ministry of Environment, Housing and Territorial Planning (MAHOT).

The Act concerns District Councils and local government in Northern Ireland. It also provides with respect to community planning and some matters regarding governance.The Act makes provision with respect to discharge of functions of Councils. A council's functions with respect to acquiring or disposing of land may only be discharged by the Council itself.

The Act applies to Tøndermarsken area and aims to protect the outer borders and the lower part of watercourse Vidå and establish it as a conservation area of national and international interest. Construction, fishing, hunting and planting of trees and plants are not permitted. Dyke systems are applied to watercourses for water supply.

This Act provides definitions and framework for the assessment and management of flood risks from watercourse and lakes with the aim to reducing risks in vulnerable areas.

The Act makes amendments to Nature Conservation Act (insertion after article 17, section 2, No. 2) with regard to the establishment of additional testing opportunities for free municipalities - specifically areas as part of free municipality testing to be regulated by local planning.

Article 90 shall be amended to add the following wording: “In order to prevent negative anthropogenic impact upon protected areas, including state nature reserves, national parks, natural parks and nature monuments on adjacent land areas and waterbodies shall be constituted protection areas”.
