The scope of this Regional Law shall be performance of plenary powers of regional state bodies in the sphere of regulation of land relations. Regional Legislative Assembly shall be responsible for: (a) law-making in the sphere of land relations; (b) governance of public land; (c) establishment of case of allotment of public and municipal land free of charge to some categories of citizens; and (d) establishment of the modalities of land valuation.

This Act makes provision with respect to improved administration of municipalities and related matters. It defines powers and functions of municipal authorities and concerns, among other things, development of culture of community participation and integrated development planning. Each municipal council must, within a prescribed period after the start of its elected term, adopt a single, inclusive and strategic plan for the development of the municipality. The Act also defines regulation-making powers of the Minister.

The Collegium of the State Land Committee was established on 13 February 1998 upon the Ministerial Decree № 25. By this Decree, number and composition of members of the Collegium are reapproved by the Council of Ministers.
