Así, son muchos los países que manifiestan un renovado interés por los diferentes modos de acceso a los recursos naturales en un marco de posibles reformas territoriales, ya sea en el contexto de la seguridad alimentaria, de la lucha contra la pobreza en el mundo, de la preservación del ambiente o de la calidad de la vida.

Improving tenure security for the poor in Africa: Namibia Country Case Study.

This case study looks at the land tenure in Namibia, where for a century of colonial rule indigenous Namibians were dispossessed from rights to both land and resources – by German and then white South African settlers establishing commercial farms and related businesses. Access to freehold tenure was reserved for white settlers and tenure security for indigenous Namibians largely disappeared. In non-white areas, rights were provided under indigenous tenure systems whose legal status was somewhat murky. Urban tenure was denied as blacks were not allowed ownership of residential land.

Land cover maps constitute a necessary tool for development planning and management of the territory. Furthermore, land cover maps depicting the current reality are a must in countries where, due to political changes, rapid dynamic phenomena have taken place, resulting in a complete restructuring of the agricultural and other sectors, as in the case of Bulgaria. The scale of such maps should be large enough to provide detailed information, however it should allow for regional assessment, statistics and subsequent planning. The 1:50 000 scale is the most suited for this exercise.

This document reports on the regional consultation for Southern America (including Mexico), held in Brasilia on 20 and 21 of May 2010 with the support of the Government of Brazil and preceded by a civil society meeting composed of organizations integrating the International NGO/CSO Planning Committee for Food Sovereignty (IPC), whose recommendations have been annexed at this document.
