La presente Resolución aprueba la Directiva que precisa la normatividad aplicable y establece normas que regulan el adecuado y uniforme procedimiento de inscripción de las Comunidades Nativas en el correspondiente libro del Registro de Personas Jurídicas.

Implementa: Decreto Ley Nº 22175 - Ley de Comunidades Nativas y de Desarrollo Agrario de la Selva y Ceja de Selva. (1978-05-09)

Land Acquisition Act [Chapter 20:10].

This Act concerns the acquisition of land for public purposes. The Act (46 sections, 1 Schedule) is divided into 9 Parts: Preliminary (I), Acquisition of land (II), Procedure for compulsory acquisition of land (III), Claims for assessment and payment of compensation (V), Compensation for agricultural land required for resettlement purposes Va), Derelict Land Board (VI), Provisions relating to derelict land (VII), Special provisions relating to the Administrative Court (VIII), General (IX).

Access to arable productive land in African has been in decline due to the pressure of growing population trends and worsening land degradation as a result of climate change. Recent high profile land purchases covering thousand of hectares of prime agricultural land have raised concerns over equitable land access. Major expansions in regional land markets have increased investor interest in land acquisitions. Perceptions of land availability and competitive land prices have driven demand for prime agriculture land.

In this last issue of the newsletter for 2011, we introduce a new study on corruption in the land sector. The study was carried out by FAO and the Berlinbased Transparency International and it illustrates that the land sector is one of the main public sector areas where corruption exists. In climate change news, the world’s attention is focused on Durban, South Africa where the parties to the United Nations Framework Convention on Climate Change – including FAO - are meeting this month.

This paper was prepared within the “Cooperatives and their alternatives” component of the Agrarian Structures Initiative (ASI) which a regional program of FAO in Europe and Central Asia. The purpose of this paper is to introduce Central Asian policy makers to the Western paradigm of service cooperative and to explore the constraints – both physical and ideological – to faster development and acceptance of cooperatives. We also discuss the need for a complete reorientation of the government’s approach to cooperative development.
