Esta gua sobre Descentralizacin e impuesto predial rural se ha preparado con el fin de ayudar a los gestores catastrales que participan en el diseo y aplicacin del impuesto predial rural. Cada vez ms, se pide a las instituciones que se ocupan de la tenencia de la tierra que contribuyan a la descentralizacin de los servicios en beneficio de los gobiernos locales. Una de las expectativas de la descentralizacin es mejorar la prestacin de servicios por el nivel de gobierno que se encuentre ms prximo a los beneficiarios de los mismos.

Este documento describe la perspectiva de las partes interesadas sobre el desarrollo de las Directrices voluntarias sobre la gobernanza de la tenencia. Estas directrices representan la mayor medida de un “terreno común\" sobre la gobernanza de la tenencia que se ha encontrado hasta el momento en el foro mundial. The United Nations Declaration on the Rights of Indigenous Peoples was adopted by the UN General Assembly on 13 September 2007. Since then, the importance of the role that indigenous peoples play in economic, social and environmental conservation through traditional sustainable agricultural practices has been gradually recognized.

This paper examines the existing and potential connections between rural people and forests in the Kyrgyz Republic, with the aim of developing an improved understanding of the role and potential role of the forestry sector in poverty reduction.1 While the paper focuses on Kyrgyzstan, the wider aim is to show, building on some of the experiences of Kyrgyzstan, how the connections between forests and poverty reduction might be explored in West and Central Asia more generally.

This paper proposes an approach to assist countries in ensuring that NFM planning more strongly meets the needs and demands of forest-related national policy processes. The approach is based on an understanding that there is a multiplicity of issues and legitimate interests related to forests that require multipurpose information systems.

Laos depends heavily on rice based agriculture systems and there is evidence that the traditional diversified diet and income base is being eroded, resulting in a negative effect on the livelihoods of the people. The opportunity to gather food in forests is diminishing and dietary diversity is being narrowed.
