The Act aims to establish a framework for the protection of surface and groundwater and for planning within the international nature protection areas. The Minister of Environment and Food shall regulate provisions for the international water districts and for each of them, there must be a water level. Each river district shall have a protection area in order to allow shellfish (bivalve and snails molluscs) life and growth. This Decision approves the master plan on the socio-economic development in the northern midland and mountainous region through 2020. The plan has the following objectives: ensure consistency with sectoral master plans; tap and bring into the fullest play all resources so as to attract development investment; expand markets, bolster exports; and boost economic development in a fast, effective and sustainable manner.

This Ministerial Decree establishes that the scope of the Federal program shall be protection of Baikal lake and Baikal ecosystem against negative impact of anthropogenic, technogenic and natural factors. Federal program shall perform the following functions: (a) reduction of emission of pollutants; (b) rehabilitation of the territory subject to high and extremely high pollution; (c) utilization of recreational potential of protected areas; (d) conservation and reproduction of biological diversity; and (e) state ecological monitoring.

This Act provides for revoking certain areas as parts of State forests and of timber reserves and including them, and other Crown lands, in existing national parks and nature reserves.

This Act concerns national parks and other protected areas and access to the countryside. The provisions of this Part of this Act shall have effect for the purpose of conserving and enhancing the natural beauty, wildlife and cultural heritage of the protected areas. The Act provides for establishment, management and conservation of national parks and nature reserves and for compulsory acquisition of land for purposes of this Act. The Act also concerns public rights of way and access to open country.

The Act concerns the setting aside of land as a national park and for the appointment by the Minister of the Board of Trustees, which shall control, manage and maintain national parks. The Board shall be a body corporate. It may in national parks, among other things: take measures that will ensure the preservation and security of animals and vegetation and set aside parts of a park as breeding places for animals or nurseries for vegetation. The Act also provides rules for the hunting of animals or the damaging or gathering of plants in a national park.

The purpose of this Regulation is to determine lands that could be used for other than agricultural purposes when needed and to determine lands of with a potential high level of agricultural production. The Regulation sets forth provisions on cadastre, land registration, actions to be taken for protection of environment, land leveling by determining all vegetative production areas including meadow and pastures, preventive measures for erosion, efficient use of lands, drainage network, land valuation and land parceling, in the field of land consolidation.

This Act provides for revoking certain areas as parts of State forests (including national forests) and flora reserves and transforming them in national parks or including them in existing national parks or nature reserves. The Act also changes the names of certain national parks and makes provisions on access roads and their administration.

Article 7 shall be amended to add the following wording: “Protection belts and water conservation zones of surface waterbodies shall be established for reduction of pollution of water ecosystems, prevention of erosion, restriction of economic activities in flooded areas, and also with a view of conservation of typical landscapes”.
