This Act concerns the creation, perfection registration and sale of security interest and rights and obligations relating to chattels. It also concerns security interests in crops and animals. A perfected security interest in crops for new value given to enable a debtor produce the crops during the production season, given not more than three months before the crops become growing crops takes priority over an earlier perfected security interest.

This Decree establishes that State geodetic inspection shall be authorized state institution performing supervision over compliance with technical requirements and standards related to geodetic and cartographic activity and mapping of the state boundaries. State supervision over land tenure and land protection shall be performed with a view of enforcement of land legislation and compliance of natural and legal persons with legislative provisions of land legislation.

This is a comprehensive statute of forest management aiming to extend forests by reforestation, to produce good quality and competitive forest products; to contribute to soil conservation, water management and other useful purposes; to integrate hunting and wildlife management with the national economy. The Law differentiates between forests (for timber extraction, research purposes, protection forests and recreational forests, protected forests and for wildlife management purposes) and other woodlands whose surface area is less than half a hectare.
