This Law sets out provisions addressing rights to land ownership and the overall planning of land management and protection to help protect and develop land resources in a useful and sustainable manner.The Law states that all land in the country belongs to the State and to cooperative organizations, with no rights for sale or purchase.The State shall draw up and carry out a master plan for land development.

This Law concerns the administration and protection of pastures and meadows. It defines tasks and duties of central and local State bodies in this sector and makes provision on specialized research institutions. This Act recognizes the power of the Provincial Government to temporarily regulate, restrict or prohibit certain activities in any area subject to erosion and take up reforestation and soil conservation programmes.The Provincial Government may also require owners or occupiers of land subject to erosion to execute works or take measures as specified in the Act and which shall include: the levelling, terracing, drainage and embanking of fields; the construction of earth-works in fields and ravines; the provision of drains for storm water; and the protection of land against the action of wind

Punjab Soil Reclamation Act, 1952 (Punjab Act XXI of 1952).

This Act provides for the speedy reclamation and improvement of waterlogged and saline areas and the prevention of damage to maximise agriculture production.The Act’s main objectives are to: control operations of tube wells; regulate groundwater supplies; increase revenues; etc.The Act further provides for the establishment of the Punjab Land and Water Development Board and defines its internal organization.

United Nations Convention to combat desertification (Ratification) Law, 1999 (Law No. 23(III)/99).

The objective of this Law is to ratify the United Nations Convention to combat desertification and mitigate the effects of drought in countries experiencing serious drought and/or desertification, particularly in Africa, through effective action at all levels, supported by international cooperation and partnership arrangements, in the framework of an integrated approach which is consistent with Agenda 21, with a view to contributing to the achievement of sustainable development in affected areas.

Ordinance on the establishment of the Regional Soil Research Office.

Article 1 establishes the Hessen Soil Research Office. The tasks of the Office are, inter alia, as follows: soil research, geological examination of the soil for construction purposes, completion and issue of geological maps, search for mineral deposits, hydro-geological research and groundwater observation service, advising regional and municipal authorities on related subject matters, cooperation with other geological institutes of the other German Länder and with German Universities and geological institutes abroad.

Lower Saxony Ordinance on experts and competent authorities for soil protection and contaminated sites.

The present Ordinance implements article 3 and 7 of the Lower Saxony Soil Protection Law of 19 February 1999. In particular, the first Part of the Ordinance deals with provisions relating to the acknowledgement and duties of experts for soil protection. The second Part lays down provisions concerning recognition proceedings for soil examining entities. The text consists of 14 articles divided into 3 Parts. Two Annexes are enclosed.

The purpose of the present Law is to implement and complete the Federal Soil Protection Act of 17 March 1998 (BGBl. I p. 502). Article 1 establishes that the originator of a harmful change to the soil shall report this without delay to the competent authority.
