Land registration and property rights in Iraq have deep historical foundations reaching back to the Hammurabic period. However, the current land registration system owes more to the 400-year Ottoman occupation of Iraq and the subsequent interval under the British mandate. Under these regimes, land policy was self-serving and designed to maintain and reinforce the existing political power. This was done through the allocation of land to influential individuals who supported the incumbent regime.

The Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT) and the Framework and Guidelines on Land Policy in Africa (F&G) are important international and continental instruments for improving the governance of tenure of land, fisheries and forests for improved food security and nutrition. They are useful for dealing with the many tenure challenges confronting developing countries and set the standards and frameworks for improvement.

The Amazon has a diverse array of social and environmental initiatives that adopt forest-based land-use practices to promote rural development and support local livelihoods. It examines how greater tenure security for women and girls can lead to a more equitable and sustainable land management. The brief builds upon the United Nations Convention to Combat Desertification (UNCCD) 2018–2030 Strategic Framework and its Gender Action Plan adopted in 2017.

Limiting global warming to the 2°C target that countries have committed to in the 2015 Paris Agreement, and reaching the Sustainable Development Goals by 2030, will require large-scale expansion of climate-resilient approaches in agriculture and food systems. In order to achieve the scale of change required, coordinated action is needed from global to local levels, from research to policy and investment, and across private, public, and civil society sectors.
