Climate Change, Property Rights, and Resource Governance: Emerging Implications For USG Policies and Programming

Policy Papers & Briefs
June, 2012

In both climate change adaptation and mitigation, contentious struggles for access and control of resources may turn violent unless stakeholders from the local to the international scale engage in open and transparent processes to negotiate new rules of access to land and other natural resources. Dispute resolution must go hand-in-hand with policies to restructure both statutory and customary tenure. National and international policy makers are beginning to explore the place of property rights and resource tenure in the discussions of climate change adaptation and mitigation strategies.

Ethiopia

Although many African countries have recently adopted highly innovative and pro-poor land laws, lack of implementation thwarts their potentially far-reaching impact on productivity, poverty reduction, and governance. We use a representative household survey from Ethiopia where, over a short period, certificates to more than 20 million plots were issued to describe the certification process, explore its incidence and preliminary impact, and quantify the costs.

Economic parameters of deforestation

Recent debate about how timber prices affect deforestation has focused mainly on how log export bans (imposed in many developing countries to protect domestic timber processing) affect deforestation. One side argues that the lower domestic timber prices that result from banning log exports increase deforestation by making forestry less profitable than competing land uses, such as agriculture. The other argues that lower timber prices reduce profits from logging, so they slow down deforestation caused by logging.
