L'étude sur l'harmonisation des politiques agricoles dans les Etats membres de l'Organisation du Bassin de la Rivière KAGERA répond donne a cette nécessité de fournir une information sur la situation de l'agriculture dans cette sous-région de l'OBK à toute la Communauté internationale (promoteurs/operateurs économiques, bailleurs de fonds bilatéraux et multilatéraux; institutions financières,...) pour lui permettre d'examiner le genre d'assistance et le volume d'intervention en faveur du développement du secteur agricole qui constitue une grande priorité des Etats de cette sous-région.

The major agricultural products of Tanganyika are subject to a degree of control under the various commodity boards established for that purpose. The degree of control varies from direct participation in marketing in the case of cotton lint and' seed, to the control of production and intermediary arrangements for marketing in the case of pyrethrum and purely advisory capacity in the case of sisal. The general trend of Government policy is towards more direct participation.

During the past two years, FAO provided assistance to requesting countries in the form of agricultural statisticians and census experts to about 20 African countries for assisting with the planning and conduct of agricultural surveys, the organization of agricultural statistical services, the establishment of systems of compiling current agricultural statistics and the training of local personnel.

Food insecurity is expected to accelerate substantially in sub-Saharan Africa where available evidence suggests that environmental degradation such as soil erosion, desertification and deforestation is seriously depend for increasing their agricultural productivity. It is consequential to my participation at the Second COMESA Meeting of the Committee on Agricultural Cooperation. The substantive agenda of the meeting consisted of 15 reports. Two of the Reports namely the "Draft COMESA Agricultural Strategy", and the "Challenges and Opportunities of the COMESA Free Trade Area: An Agenda for Sustainable Agricultural Development" emanated from major studies which were undertaken by consultants.

The continent's on-going economic crisis is rooted in major problems of mass poverty food shortage, low productive base and backward technology. Production subsidies continue to be one of the most potentially useful tool for attaining the food self-sufficiency goal of Africa. The object of this paper is to emphasize some of the special characteristics of agricultural projects particularly in Africa and put forward a general- outline for their formulation and appraisal with the hope that more projects in future will be examined in a comprehensive fashion. Although some of the details may not be applicable, or may not be available, for the wide variety of projects which fall within the agricultural field the general considerations should apply to all of them.
