These Regulations make provision for the administration and assurance of landfill tax. In particular: Part I provides for the Regulations to come into force on 1st August 1996, defines expressions used in them and provides for certain decisions of the Commissioners to be made in writing. Part II regulates the registration of persons who intend to make taxable disposals.

These Regulations amend article 13 of the principal Regulations of 1994 which prescribes development, which notwithstanding section 4 of the Local Government (Planning and Development) Act, 1963, is not exempted development. The effect of the Regulations is to lower the threshold at which afforestation requires planning permission from 200 hectares to 70 hectares.

These Regulations amend, in relation to England and Wales, the Town and Country Planning General Regulations 1992, by excluding from the ambit of regulation 9 those planning authorities which are the sole local authority for their area, so that they may grant themselves permission which enures for the benefit of the land.
