Federal Land Cadastre Service (ROSZEMKADASTR) is the Federal Authority entitled to exercise the state management of land resources that carries out executive, control, authorizing, regulating and other functions as regards the keeping up of land cadastre and the state valuation of real estate property, land survey, valuation of land for cadastre purposes, land monitoring and the state control over the use and protection of land. Federal Land Cadastre Service has its local (territorial) branches at the regional level.

L'octroi du certificat de possession, prévu par la loi nº 74-53, est subordonné à l'engagement de celui qui le demande à réaliser un projet de mise en valeur ou une action de développement sur la terre objet de la demande de certificat. Le titulaire du certificat pourra, à l'expiration d'un délai de 5 ans à compter de la délivrance du certificat, présenter une demande pour immatriculer la terre objet du certificat, à condition que la mise en valeur soit continue durant toute la période considérée.

These Measures consist of six Chapters. Chapter 1, General Provisions, provides for the land administration, it restricts the conversion of land. Chapter 2 concerns the ownership of the land. Chapter 3 regulates the management of the right of use. The provisions of the construction of state or collective land are in Chapter 4, including the application procedure of use for construction purpose. Provisions in Chapter 5 are concerning the individual construction use of land. Chapter 6 provides for the legal responsibilities. Chapter 7 contains the Supplementary Provisions.
