This Federal Law regulates legal aspects of delimitation of state property on land as regards state property of the Russian Federation (federal property), regional property and municipal property. The Federal Law is composed of 8 articles. Article 1 determines legal regulation in the field of delimitation of state property on land. Article 2 concerns the origins of federal, regional and municipal property on land in the process of delimitation of state property on land.

The objects of this Act are: (a) to create alternative forms of land title that are simpler and cheaper to administer than existing forms of land title; (b) to provide security of title for persons who live in informal settlements or who are provided with low income housing; (c) to empower the persons concerned economically by means of these rights. The Act empowers a municipality, town or village council or a regional council (for settlement areas) to establish a starter title or land hold title scheme.

The scope of this Act is to protect and develop cultivation of arable lands with specific regard to requirements of environment protection and to safeguard and enhance profitable farming.Agricultural properties shall be subject to conditions of farming as specified in the present Act (sect. 2). Agricultural properties shall be real property registered as such in the register ("matrikle"). The Minister of Food, Agriculture and Fisheries may undertake the classification of agricultural land for purposes of registration and use (sect. 3a).

This Order prescribes the fees to be taken in the Land Registry for the purposes of the Land Registration Act (Northern Ireland) 1970 and the manner in which those fees are to be paid. The principal changes in respect of the repealed 2010 Regulations concern: ad-valorem fees for leases, registration and application fees, and fees for an application for update of entries in an existing land certificate.
