Mr. Christol Paluku Mastaki is a seasoned Land expert, bringing 15 years of international and Country Level program implementation - specific experience working with communities, government agencies, civil society, nongovernmental organizations (NGOs), United Nations (UN) agencies, the World Bank, and multi-donor platforms on policy and legislation, land-based conflict, Housing , Land and Properties rights (HLP) and land administration, etc. Since 2012, he has directly supported national and regional capacity building to implement land reform and integration of transparent land tenure tools with UN-Habitat and the Global Land Tool Network, including participatory land use planning , land information systems initiatives, and Housing, Land and Property tools and approaches in Africa. He brings extensive conflict mitigation skills honed through years of addressing complex land tenure issues in Eastern DRC and in regional, complex post-conflict settings. He facilitated the 2012 launch of the DRC National Land Reform Process, the establishment of the “Commission Nationale pour la Réforme Foncière,” (CONAREF), and the first draft of the National Land Policy (2018-2019). An effective manager, Mr. Paluku Mastaki has supervised teams of as many as 56 diverse and specialized staff. As Land specialist and Land and Natural Resources Management Expert (and Program Officer) with UN-Habitat, he provided capacity building and technical expertise to the National Land Reform Commission (CONAREF) to implement effective land policy. As founder and executive director for Aide et Action pour la Paix (AAP), Mr. Paluku Mastaki pioneered the use of participatory assessments for land-related disputes with local communities and customary authorities in DRC and established two community-based structures, Forums de Paix De Jeunes (FJPs) and Noyau de Prévention et de Résolution des Conflits Fonciers (NPRCF) to promote youth-led conflict mitigation and conflict resolution. He also collaborated with the Norwegian Refugee Council, UN High Commissioner for Refugees (UNHCR), FAO, UN Women and UN Office for Coordination of Humanitarian Affairs (UN OCHA) to design reconciliation mechanisms for internally displaced person (IDP) and refugees reintegration. He holds a Licence (equivalent of master’s degree) in Internal and International Public Law from Université Libre des Pays des Grands Lacs and is fluent in French and English.
