Land use developments are to a large extent determined by the functioning of the land market. Therefore the land market influences the living environment, nature and landscape. The price difference between urban and rural land is very high in Holland, which causes considerable pressure on the land use planning process. Land price increases hamper the realisation of nature and recreation plans, especially around urban areas. From an analysis of land transactions it is concluded that the increase in scale of farming businesses as well as the use of farmland for 'urban hobbies' will cause landscape changes. Real estate developers and investors are becoming more active in acquiring rural and urban fringe land, while municipalities may well lack policy instruments and capacity to motivate safeguarding of the physical environment. Regarding land use models, this study points to the need to incorporate land market behaviour in modelling rules. The study recommends some improvements for applying the Land Use Scanner pricing mechanism.
