This study aims to show that by increasing landownership among peasants their incomes will improve, even as they continue to practice their agricultural methods in the same economic and technical environment. The study was conducted on farms located in Analamanga region in Madagascar, and it presents a methodology for optimising farm production in this region. According to the study, the optimisation can be achieved by analysing the risks peasants face in the creation of a practical approach to stimulate production capacity by income/area. The paper finds a direct relationship between structural changes in land ownership and the management on the one hand, and the protection of the environment on the other. Thus, what needs to come first for sustainable development is the change in land management policy. The paper considers that optimisation of farmland will result in a double effect: reduction of rural poverty using existing natural resources increasing sources of employment for rural areas.As a result, these effects will be accounted for in terms of economic growth, which will break the current framework of poverty felt mainly by the rural population. The paper believes that the government needs to facilitate greater access to land and farmers need to adopt better management practices, namely maintaining, even improving soil fertility and protecting against soil erosion. In addition, it suggests the following: placing the land offices to the communes developing policies to promote development by managing space, the process should be performed by communes finding sources for funds, and town-counselors must work together on this.In sum, the study proposes the need to upscale the reasoning with the regard to land unit management in order to articulate and to coordinate actions for sustainable development.
