The National Policy Agenda is a cross-cutting nation-wide document aiming at providing all Palestinians with an improved standard of living, better services accessible to all and responsive, accountable, transparent public institutions that put citizens’ interests and needs first improving their quality of life by providing high-quality public services, fostering job creation in the private sector and protecting the vulnerable.The Agenda is built upon the National Vision and three pillars each including a series of national priorities as follows (i) path to independence (including ending the occupation, achieving the independence, national unity, and strengthening Palestine’s international status); (ii) Government reform (including citizen-centered Government, and effective Government); and (iii) sustainable development (including social justice and rule of law, quality education for all, quality health care for all, and resilient communities).To make agriculture, forestry and fisheries more productive and sustainable, the document proposes various actions, including (i) increase agricultural plant and livestock production and develop value chains; (ii) protect and support farmers, particularly in areas under threat; (iii) rebuild Palestine’s productive sectors, focusing on manufacturing, agriculture, and tourism; (iv) attract domestic and foreign direct investment, focusing on construction, tourism, agriculture, energy; (v) plan and invest in strategic infrastructure (water, electricity, transportation and telecom networks, airports, seaport and industrial parks); (vi) establish Palestine’s utilities, prioritizing the electricity and water sectors; and (vii) develop a land management policy that establishes a land registry and creates a nation-wide network of land registration offices that optimizes land use and completes land registration and efficiently manages state lands.In order to enable more inclusive and efficient agricultural and food systems, main interventions of the Government will be directed to (i) ensure that services are provided to citizens in a coherent manner and that those receiving the services are closely involved in determining how those services should be provided and institutionalized; (ii) ensure that economic and social policies address the needs of vulnerable groups and the poor; (iii) promote social integration by establishing job creation programs for excluded groups (disabled, youth, women, ex-prisoners); (iv) increase Palestinian products’ share of the local market; (v) support and protect national products, increase competitiveness and expand import substitution; (vi) support and expand co-operatives; (vii) institutionalize gender mainstreaming in policy-making, planning and budgeting; and (viii) implement initiatives to preserve and develop Palestine’s cultural heritage.According to the national interventions direct to support resilient communities, to increase the resilience to disasters the following actions shall be undertaken (i) strengthen capacity for disaster response and crisis management; (ii) improve the governance of Palestine’s security sector, strengthen institutional capacity and ensure efficient use of resources; (iii) expand community access to clean water and sanitation; (iv) support affordable, safe housing; (v) ensure food security; (vi) ensuring a Sustainable environment and adapting to climate change through reduction and control of pollution and greenhouse gas emissions; solid waste management and recycling; wastewater management, treatment and reuse; promotion of sustainable use and conservation of natural resources; biodiversity conservation and establishment of nature reserves and expansion of green spaces; and increasing of reliance on renewable energy.As for the Governance, administrative reforms need to be implemented to reshape and institutionalize the way in which Government interacts with, involves and delivers services to its citizens. Furthermore, it is necessary to strengthen accountability and transparency at institutional level. Finally, the Agenda calls for establishing a performance monitoring system that ensures planned items are delivered on time and follow up their implementation over time.
