Forest Tenure

This policy brief discusses the opportunities and challenges facing social forestry in Southeast Asia and recommends that ASEAN Member States, universities and international research organizations mainstream participatory action research (PAR) in social forestry to overcome these challenges and maximize these opportunities. 

Large areas of agricultural land have been abandoned or are at risk of being abandoned such as small scattered fields and pastures in forest-dominated landscapes are unsuitable for modern mechanized agriculture and cost-efficient grazing. These areas have therefore become unprofitable to cultivate and graze.

This policy brief examines the legal reform process in forestry across ASEAN Member States and provides pathways for other countries to learn more about successful implementation of legal reform. 

Brazil has become an agricultural powerhouse, producing roughly 30 % of the world’s soy and 15 % of its beef by 2013 – yet historically much of that growth has come at the expense of its native ecosystems.
