Forest Tenure

This Regulation, made under the Afar National Regional State Rural Land Use and Administration Proclamation, concerns equal land use rights on communal holdings of the pastoralist communities and separation of communal holdings for use of the pastoralist community. Any pastoralist shall be entitled to equal land use right on communal holding.

This Ministerial Decree regulates the modalities of lease of public forest land to natural and legal persons. Forested and unforested land can be granted on lease for reforestation in accordance with contract for the period of 10 years.

The purpose of these Regulations is to strengthen the protection and management of forest lands, and rationally develop and utilize forest land resources.

Article 7 shall be amended to add the following wording: “Protection belts and water conservation zones of surface waterbodies shall be established for reduction of pollution of water ecosystems, prevention of erosion, restriction of economic activities in flooded areas, and also with a view of conservation of typical landscapes”.
