The unresolved land reform debate: beyond state-led or market-led models

Sharp inequalities in the distribution of land remains a major cause of extreme poverty in many developing countries. Some instances are the result of ownership patterns inherited from colonial administrations, others are linked to the struggle for economic prosperity in the post-independence era.Landlessness is therefore a significant problem for the rural poor. Most remedies that have been undertaken previously have not yielded positive results, as can be witnessed in Southern Africa today.

This paper is a synthesis of land issues and land policy constraints in Southern Africa prepared for the World Bank Regional Workshop on Land Issues in Africa and the Middle East held in Kampala, Uganda, in May 2002. It has emerged quite clearly from Urban LandMark’s work in South Africa – and increasingly in the region – that the emergence of more sophisticated property markets has taken place locally and in most larger cities in the region. While there might be a need to assist these markets to develop further, in particular the need to build market institutions and professions, these groupings tend to increase their own capacities as the markets develop, mostly with little assistance.

Land distribution in Northern Ethiopia from 1998 to 2016: Gender-disaggregated, spatial and intertemporal variation

This study utilizes land registry data from the First and Second Stage Land Registration Reforms that took place in 1998 and 2016 in sampled districts and communities in Tigray region of Ethiopia. Tigray was the first region to implement low-cost land registration and certification in Ethiopia and providing household level land certificates in the names of household heads. Second Stage Land Registration and Certification (SSLRC) is scaled up since 2015 and provides households with parcel-based certificates with maps. The SSLR&C lists all holders of parcels by name and gender.

Civil society and the struggle for land rights for marginalised groups: the contribution of the Uganda Land Alliance to the Land Act 1998

The 1998 Land Act represents one of the most important pieces of legislation in Uganda, which is predominantly an agricultural country. Land registration and women’s land rights in Amhara Region, Ethiopia

Assesses the ongoing land registration process in the Amhara Region and its outcomes for women. The paper finds that while land policy and registration procedures aim to guarantee women’s access to land, practice on the ground suggests more needs to be done to support women’s rights in the implementation process.Land registration, initiated in 2003, stipulates that both spouses should be named on the certificate.
