An Act to provide for the regulation of descriptions of the boundaries of administrative districts; to facilitate interpretation of such descriptions; to provide for the settlement of disputes concerning the boundaries of such districts (sect. 10); to require public authorities to endorse on maps issued by them the purpose for which those maps are issued (sect. 8). Section 4 specifies which are the methods for defining the area of an administrative district.

The Regulation consists of the following Parts: Preliminary (1); Administration (2); Land Assessment (3); Sale, Lease or Other Disposal of Crown Land (4); Dedication and Reservation of Land (5); Miscellaneous (6). The Regulations is completed by 5 Schedules.The Regulation is completed by four Schedules: Fees and deposits (1); Substances defined as minerals in relation to land not in a special district (2); Form of warrant (3); Records to be kept by reserve trust (4).

The Act seeks to promote a national policy in respect of natural water. It establishes the legal framework for the use, allocation and conservation of water, and for the designation of conservation areas. It further creates the Water Conservation Authority (art. 5) and the Regional Water Boards for various catchment areas (art. 19). The 10 Schedules contain classifications for minimum water quality.

This Act amends the Communal Land Reform Act so as to: insert a definition of “local authority area”; to substitute the definitions of “Minister” and “Permanent Secretary”; and to modify a reference to specified land in Schedule 1. A “local authority area” means: (a) an area declared or deemed to have been declared under section 3 of the Local Authorities Act, 1992, to be a municipality, town or village; (b) an area declared under section 31 of the Regional Councils Act, 1992, to be a settlement.

The scope of this Regional Law shall be to delimit plenary powers in the sphere of regulation of land relations between regional legislative and executive bodies.

This Regional Law establishes cases of allotment of plots of public or municipal land to citizens in ownership free of charge. The aforesaid land parcels shall be allotted to citizens for the following purposes: (a) individual housing construction and subsistence farming; and (b) commercial farming, horticulture, gardening and stockbreeding. Land parcels shall be allotted in accordance with land surveying documentation and once only.

Article 30 shall be supplemented with item 2.2 of the following wording “2.2. Concession on lease to subsoil manager of the plots of land pertaining to public or municipal property and required for subsoil management shall be carried out without tender (auction). Modalities of calculation of rent for the aforesaid land plots shall be established by the Government of the Russian Federation.”
