Land Tenure Working Paper 17. This publication identifies and assesses issues related to land governance and provides examples of good governance in the Caribbean subregion. This working paper was done in light of FAO’s Voluntary Guidelines on Responsible Governance of Tenure of Land and other Natural Resources.

FAO and its development partners are working together with countries to prepare Voluntary Guidelines that will provide practical guidance to states, the private sector, civil society, academia, donors and development specialists on the responsible governance of tenure. By setting out principles and internationally accepted standards for responsible practice and associated technical guidance, the Voluntary Guidelines will provide a framework and point of reference that stakeholders can use when developing their own policies and actions.

Este documento se enmarca dentro de la consulta global de las Directrices Voluntarias y su proceso de desarrollo y es una aportación para la preparación posterior de la Guía Técnica de Género. En él se contextualiza y se define el concepto de género en las Directrices Voluntarias, se trata el significado de gobernanza de tenencia desde la perspectiva de género y se identifican y analizan los temas y aspectos claves.

This regional evaluation is based on discussions and outputs of the consultation meeting of Francophone Africa on the Voluntary guidelines on the responsible governance of tenure of land and other natural resources that was held in Ouagadougou, Burkina Faso on 23-25 June 2010. Land Tenure Working Paper 15. This publication brings to light the existing linkages between land tenure and the realization of the right to food. It points out that responsible governance of land requires the adoption of human rights-based approach in order to develop coherent and long term solutions to improve people’s livelihoods. The document presents the legal implications of the right to food at national level and provides a series of examples on the implementation of human rights principles and obligations into land tenure systems, policies, and institutional frameworks.

Land and land reform cover a great range, both in terms of the geographical and development status of the countries considered, and of the variety of perspectives on the issues. The articles in this issue of Land Reform, Land Resettlement and Cooperatives reflect this breadth in a variety of ways. The articles range geographically from the paper addressing land and agrarian reform in Colombia, by Professor Darío Fajardo, to a consideration of the land reforms currently under way in Scotland, by Douglas Macmillan, Ken Thomson and Bill Slee.

Rural livelihoods and the land systems on which they depend are increasingly influenced by distant markets through economic globalization. Place-based analyses of land and livelihood system sustainability must then consider both proximate and distant influences on local decision-making. Thus, advancing land change theory in the context of economic globalization calls for a systematic understanding of the general processes as well as local contingencies shaping local responses to global signals.

Agricultural census data and fieldwork observations are used to analyze changes in land cover/use intensity across Rondônia and Mato Grosso states along the agricultural frontier in the Brazilian Amazon. Results show that the development of land use is strongly related to land distribution structure. While large farms have increased their share of annual and perennial crops, small and medium size farms have strongly contributed to the development of beef and milk market chains in both Rondônia and Mato Grosso.
