The issue of women’s access to land is often framed in the context of oppression, emancipation, or Vietnamese uniqueness. This study report examines contemporary women’s access to land across ten provinces outside of these traditional narratives. Ten selected research sites reflected a diveristy of rural-urban locations, lineage patterns, and ethnic diversity.

Land distribution to the poor is discussed in the broader context of the Cambodian land reform which is considered to follow a liberal approach based on the re-introduction of private property rights in land following Cambodia’s socialist period. This approach has produced good results for providing private land titles for existing land use on state private land but has turned out to be quantitatively ineffective in the distribution of state public land for the poor through social land concessions.

This publication presents the first nationwide analysis of land concessions and leases in the Lao PDR. It comes at a pivotal moment after investment in land has expanded significantly throughout the country, sparking increased dialogue and a greater level of scrutiny regarding the impacts of this expan- sion, both inside the Government of the Lao PDR (GoL) and throughout wider civil society. Investment in land, particularly foreign direct investment, has been championed as an effective development tool by a number of actors.

In rural Cambodia the rampant allocation of state land to political elites and foreign investors in the form of ‘‘Economic Land Concessions (ELCs)’’— estimated to cover an area equivalent to more than 50% of the country’s arable land—has been associated with encroachment on farmland, community forests and indigenous territories and has contributed to a rapid increase of rural landlessness. By contrast, less than 7,000 ha of land have been allotted to land-poor and landless farmers under the pilot project for ‘‘Social Land Concessions (SLCs)’’ supported by various donor agencies.

Vietnam's rapid and sustained economic growth and poverty reduction in the last two decades benefitted from the policy and legal reforms embodied in the Land Laws of 1987, 1993 and 2003 and subsequent related legal acts. This note outlines reforms related to four main themes. The first relates to the needed reform for agriculture land use to create opportunity to enhance effectiveness of land use as well as to secure farmers' rights in land use. Prolonging the duration of agricultural land tenure would give land users greater incentives to invest and care for the land.

This article discusses two important concepts of food security and food sovereignty in the context of Vietnam’s post-reform economy. It examines Vietnam’s persistent choice of the food security framework, its resulting policies and their implications. The article argues that the choice of food security framework has served to justify the promotion of industrial agriculture and international trade. While this model has led to increased food productivity, it failed to guarantee access to and quality of food, the other two important pillars of the food security framework.

Following the »Land Policy Declaration« from July 2009, the Royal Government of Cambodia henceforth has the unique opportunity to implement a land valuation policy by the Council of Land Policy. Land valuation, taxation and capacity building are indispensable elements of a land reform in Cambodia. By improving prior assessment tools for valuation and taxation, Cambodia could serve as an example for the development of taxation in circumstances when rent-seeking, speculation, informal land markets and an unequal land distribution occur.
