Subject to this Part and to any provision to the contrary in a law of the Territory, a person shall not enter onto or remain on Aboriginal land or use a road unless he has been issued with a permit to do so in accordance with this Part (sect. 4). An Aboriginal who is entitled by Aboriginal tradition to enter onto an area of Aboriginal land may enter onto that area of Aboriginal land. An Aboriginal who is entitled by Aboriginal tradition to remain on an area of Aboriginal land may remain on that area of Aboriginal land.

This Council of Ministers Resolution approves the Urban Planning of Management (Unit 1 - UP 1) from 'Ferragudo' to 'Calvário', within the Municipality of Lagoa. It defines the conditions to be satisfied in order to use urban and non urban land, and consists of 3 chapters establishing general provision (chap. 1); zoning (chap. 2); and other provisions (chap. 3). the Annex lists a map with the geographical limits of the aforementioned area.

This Act provides for the tenancy of land that shall be used for purposes other than cultivation; and for the building of residential housing or factories or for erecting shrines and temples and digging tanks. Nevertheless, the tenant or the sub-tenant is entitled to fell trees planted on that land, dispose of harvested fruits and flowers produced by the trees, and, even, to sow any plant or flower.

The amendments concern the need for authorization from the Ministry of Natural Resources and Agriculture for the conversion of forest and valley land into the following: 1. making farmland, orchard, rangeland, artificial forests, forage land, livestock institutions, aquatic breeding institutions, as well as the use for mine exploting and exploration (in nothern Iran); and 2. establishment of factories, townships, schools, training institutions, sport clubs, etc.

The Law provides for all the activities related to mining and exploiting the mineral resources, be them gemstone (ruby, diamonds, opal, sapphire etc.), metallic mineral (iron, gold, silver, zinc, copper, aluminium etc.), industrial mineral (coal, asbestos, etc.) and stone (marble, limestone, quartz, granite etc.). These Regulations have been adopted in implementation of the Nature Conservation Act of 1971. Articles 1 to 7 deal with the setting up of nature conservation committees on each county and town, as well as in the city of Reykjavik. The task of these committees is to further the nature conservation in their district. They shall submit annual reports on their activities (art. 5). Articles 8 to 14 concern the right of access to public lands and the right of free passage, under certain circumstances, through private lands.
