The present Regulation implements sections 79-81 of the Range Act applying to Crown range. In particular, it deals with applications for a licence, grazing permit or hay cutting permit. Areas of public forest and pasture maybe leased to public or private entities through public biddings. The designated bodies for examining and approving the awards, rules of procedure, and the type of activities allowed on these areas are provided for in the Instruction.

Høgfjells in North Gudbrandsdal is an area allocated for lamb seasonal grazing. Lamb production from there encompasses municipalities of Dovre, Lesja, Lom, Oppland, Skjåk and Lom. A significant portion of this grazing area should be higher than 800 m. within said geographical landmark.

These Rules, made in exercise of the powers conferred by sections 19(1) and 53(2)(a) of the Crofting Reform (Scotland) Act 2010, provide for the compilation, keeping and protection of the Crofting Register and rule 4 provides for public access to it. These Rules provide for the protection of land of which the slope exceeds a specified percentage. Cultivation, grazing, destruction of vegetation on such land without an authorization of the authorized officer shall be an offence. The soil shall be adequately protection against erosion by conservation works.
