Social Land Policy for Sustainable Rural Development in Cambodia

On 1st of July 2009, Cambodian Prime Minister Hun Sen signed the “Declaration of the Royal Government on Land Policy”. According to this document emphasis should be given to State reform, land law, and environmental law with their impacts on the use of non-renewable resources (land, water, and soil). The implementation of the Cambodian social land policy should start with the need to ensure access to land and to sustain rural development and environment for a modern, prosperous Cambodia.

ABSTRACTED FROM THE OVERVIEW: At the request of the Ministry of Agriculture and Irrigation of Myanmar (MOAI), a joint FAO/WFP Crop and Food Security Assessment Mission (CFSAM)) team visited the country from 5 October to 4 November 2008. The main objective of the Mission was to analyze the food supply situation for the forthcoming year at the national and subnational levels (particularly in Cyclone Nargis-affected areas) and estimate food and agricultural assistance needs.

ABSTRACTED FROM INTRODUCTION: Since đổi mới, Vietnam witnesses a rapid urbanization and industrialization, which leads to conversions of a large area of agricultural land and other types of land, and this has forced thousands of farmer households to change their traditional livelihoods and even their lives. Using the lens of a sustainable livelihoods framework, this study analyzes and explains the questions of how, in what ways and to what extent agricultural land conversions have been affecting farmer livelihoods in one peri-urban Hanoi village.

Land-Tenure Policy Reforms Decollectivization and the Doi Moi System in Vietnam

Vietnamese land-tenure policy reforms were embedded into general economic reforms (Doi Moi), enabling the country’s transition toward a market economy. Since 1998, they were implemented incrementally together with complementary instruments such as agricultural market liberalization and new economic incentives. Major steps included disentangling socialist producer cooperatives and assigning land-use rights to its former members, developing and adapting a national legal framework (Land Law), and enhancing tenure security through gender-balanced inheritable land-use certificates.

Land Tenure: A foundation for food security in Myanmar's uplands

Access to land for smallholder farmers is a critical foundation for food security in Myanmar's uplands. Land tenure guarantees seem to be eroding and access to land becoming more difficult in some upland areas. If this trend continues it may have negative impacts for food security and undermine environmental and economic sustainability. This briefing paper explores the relationship between land tenure and food security, as well as key institutional and other factors that influence land access and tenure for smallholder farmers in the uplands today.

In the next phase of socio-economic development plan, land is requested to become important domestic resources for many investment projects. Obviously, land registration needs further development so that land use rights or land use right certificate can be used as asset in the open market. In the past ten years, many improved on land registration was undertaken. Many first-look problems have been identified and fixed. SUMMARY: Deforestation has become an issue of increasing concern in many tropical countries. In Vietnam, the response of policymakers has been embodied in several policies and programs, including land classification, land use rights devolution and reforestation schemes. Understanding how these state initiatives have affected the farmer’s land use decisions is essential to further guide policymakers in developing national planning strategies.

According to the annual report of Huaphan Provincial Agriculture and Forestry Office (PAFO) (1999), despite land allocation, some villages are still practising shifting cultivation. To address this problem many decrees and regulations on land and land use have been developed and declared. The land allocation (LA) programme is one of these initiatives. So far, no effort has been made to evaluate whether the LA programme could facilitate change in land use and land management. The major objective of this study was to assess the impact of the LA programme on land use and land management.
