Regional Law No. 893-OD on purposeful Cossack stock of land.

This Regional Law, for the purpose of preservation and support of the traditional way of life of the Cossack associations, recorded in accordance with the established modalities in the state register of the Cossack societies of the Russian Federation, regulates the relations as regards the formation of the purposeful regional Cossack stock of land for the concession of the plots of land to the Cossack societies.

The Premier decrees to add the following passage to the paragraph 4: « Specially authorized federal body in the field of land reclamation elaborates and validates the list of activities, including those specified in the paragraph 3 of the present Regulation, as well as departmental legal acts related to organization and ensuring the established order of keeping licensing activity.»

This Regional Law determines the modalities of classification of the plots of land in accordance with land categories established by the Land Code. Classification of the plots of land on the basis of category is compulsory in the process of their formation for the purpose of state cadastre registration of land.

Except for cases envisaged by the Land Code and federal laws, citizens actually having in use plots of land for personal housing construction and exploitation of individual housing facilities, pertaining to public or municipal property, and having used them till the adoption of the Land Code, have the right to a single acquisition of free-of-charge of the plots of land on condition of property.

The aim pursued by this Act is the protection of nature as a whole, in such a way that land, sea, freshwater and air are not wasted or polluted. These Regulations have been adopted in implementation of the Nature Conservation Act of 1971. Articles 1 to 7 deal with the setting up of nature conservation committees on each county and town, as well as in the city of Reykjavik. The task of these committees is to further the nature conservation in their district. They shall submit annual reports on their activities (art. 5). Articles 8 to 14 concern the right of access to public lands and the right of free passage, under certain circumstances, through private lands.

Under this Act, the beds of navigable bodies of water or streams are property of the Crown even where the land that borders the water has been granted by the Crown. Section 2 specifies cases in which the claims to the beds of navigable waters can be accepted.
