This Decree establishes the modalities of conclusion of contract for lease of public land and land local government. It contains the modalities of calculation of lease rent, lays down essential provisions inserted in lease contract and model form of lease contract. Interested natural and legal person shall submit to local government or state body application containing cadastre identification number of the plot of land requested in lease, specifying intended period of lease.

Article 2 shall be amended to add the following wording: “Regional Government shall have the competence in determination responsible for management and governance of regional public land and also of plots of land pertaining to federal property administered by the regional administration due to transferred plenary powers by the Russian Federation”.

This Regulation of the Forestry Development Authority (FDA) implements provisions of the Community Rights Law of 2009 with Respect to Forest Lands ("Community Rights Law"), and determines the rules, guidelines and procedures for the establishment of forest communities and to access, manage, use and the benefits of forest resources within the Republic of Liberia, and participation by communities in the reforestation, rehabilitation and conservation of forest and wildlife resources in Liberia.

Article 4 shall be amended to add the following wording: “Supreme Regional executive body shall be responsible for issuance of permits for works causing soil disturbance”.

Article 2 shall be amended to add the following wording: “Regional state executive bodies in the sphere of land tenure and land protection shall have the competence in the sphere of reserving and expropriation of land plots for public needs”.

Article 3 shall be amended to add the following wording: “Citizen interested in allotment of land plots free of charge shall submit to the competent regional executive body written application on allotment in ownership of land plots free of charge containing indication of land area, place of location and intended use”.

Article 2 shall be amended to add the following wording: “Plots of land shall be allotted to citizens within the boundaries of municipal units of their permanent place of residence”.

Article 10 shall be amended to add the following wording: “Plots of agricultural land pertaining to regional or municipal ownership shall be allotted to natural and legal persons in accordance with Land Code of the Russian Federation and Federal Law “On turnover of agricultural land”.

Areas of public forest and pasture maybe leased to public or private entities through public biddings. The designated bodies for examining and approving the awards, rules of procedure, and the type of activities allowed on these areas are provided for in the Instruction.

Article 3 shall be amended to add the following wording: “Regional executive body shall conclude lease contracts, shall legalize purchase and sale contracts related to land plots pertaining to the regional ownership in accordance with legal deed by the Regional Government”.
