The Decision 460 of 2010 lays down the framework for the organization and functioning of the territory planning registration. The Decision is composed of the following Sections: organization and functioning of the registration system, the information to be published and registered in the registration system, rules for securing and keeping the electronic data, rules on the computer programs’ standards, financing the creation and functioning of the territory Planning Register, publishing in the Territory Planning Register, and final provisions.

This Law sets forth legal grounds for regulation of turnover of explosives on the national territory with a view of utilization of explosive energy for peaceful purposes. It shall not be applicable to military explosives. This Law covers manufacturing, testing, transport, storage, labelling, packaging, registration uses, trade and disposal of explosives for industrial use. All the aforesaid activities shall be subject to mandatory licensing and shall be performed exclusively by legal persons.

These Regulations amend the Regulations in terms of the Deeds Registries Act by substituting regulation 16 and by amending provisions concerning, among other things, the description of land, immovable property in partnership deeds, land transferred pursuant to a will, partition in case of inheritance, servitudes and leases.

Regional Law No. 162-z “On price of some plots of land located in urban areas and destined for agricultural production without constructions nor edifices thereon”.

This Regional Law establishes that price of a plot of land located in urban areas and destined for agricultural production, without constructions nor edifices thereon, already allotted to peasant farm on condition of permanent (open-ended) possession or as lifelong hereditary possession in case of purchase thereof by the aforesaid categories of tenants shall be 15 percent of estimated cadastre value at the date of submittal of application.

Federal Law No. 218-FZ “On state registration of immovable property”.

This Federal Law regulates relations originating in the sphere of cadastre registration of immovable property and release of data from the Unified state register of immovable property. Each object of immovable property inserted in the Unified state register of immovable property shall be attributed unique and invariable registration number on the territory of the Russian Federation. Objects of immovable property shall be based upon geodetic and mapping schemes. Cadastre of immovable property shall contain basic and additional data.

Federal Act amending the Spatial Information Infrastructure Act.

The present Act introduces some amendments to the Spatial Information Infrastructure Act (BGBl. No I 14/2010). In particular, the Act amends article3 replacing the expression “European Community” by “European Union”. Furthermore, article 4 concerning minimum requirements for the creation and maintenance of metadata is amended.

Land Regulation 1995.
