This Decision approves the master plan on the socio-economic development of Long An province.The main objectives of the plan include: agricultural, forestry and fishery development; development of water supply, irrigation and drainage systems; protection of the environment; biodiversity and eco-environment protection; management and protection of natural resources; waste treatment facilities; and urban space development.

The present Regulations are made under section 13 of the Beaches Act. The Regulations lay down provisions relating to the safeguard of beaches. Section 4 establishes that the the Minister may enter into a management agreement with the owner or occupier of land adjacent to a beach. Section 7 lists activities which are prohibited on a beach, such as remove mineral, fossil, sand, gravel or other object of natural interest. The text consists of 15 sections.

The purpose of the present Act is to: a) provide for the protection of beaches and associated dune systems as significant and sensitive environmental and recreational resources; b) provide for the regulation and enforcement of the full range of land-use activities on beaches, including aggregate removal, so as to leave them unimpaired for the benefit and enjoyment of future generations; c) control recreational and other uses of beaches that may cause undesirable impacts on beach and associated dune systems.
