The Ordinance provides for all forest and unoccupied or not cultivated lands, even lands where cinnamon is sown, to be property of the State and their arbitrary occupation unlawful. Perpetrators shall be summoned and only in the case they can demonstrate to have rights of ownership on those lands, they shall be granted their possession.
Le présent décret porte application de l'article 5 de la loi nº 64-46 relative au domaine national, et fixe les conditions de l'administration des terres du domaine national à vocation agricole situées dans les zones urbaines. A l'intérieur des zones urbaines, des sections rurales peuvent être créées par décret, dans les secteurs non urbanisés et qui ne doivent pas faire l'objet d'une urbanisation dans un délai rapproché.
Le présent décret fixe les conditions d'application de la loi nº 64-46 relative au domaine national. Le titre I porte dispositions relatives à la gestion des terroirs. Le terroir est constitué par un ensemble homogène de terres du domaine national nécessaires au développement de la population du ou des villages qui y sont implantés y ayant des intérêts ruraux communs; son ressort territorial doit être tel qu'il permette le fonctionnement correct d'une coopérative agricole répondant aux critères de rentabilité et d'autogestion optimale.
This Act makes provision for procedures in relation with the alienation of public land through lease or sale. The Land Board may by public notice call for applications from the public for any Government land available for alienation by way of lease or sale under the principal Act. Where the Board has determined that certain Government lands are available for alienation by way of sale it shall first obtain the approval of Cabinet for the alienation by way of sale of such lands. Lands shall be sold by tenders for which procedures are set out.
La presente Resolución aprueba las normas para el arreo de animales que se efectúe por caminos públicos de la XI Región y dispone, entre otras cosas, que el tránsito por vías públicas, de caballerías, ganado suelto, manadas y rebaños, podrá efectuarse únicamente cuando no existan otras vías utilizables que permitan realizarlo por ellas.
The Ordinance provides for the institution of Urban Councils on land for the purpose of town development. The Ordinance is divided in ten parts as follows: Part I, Constitution of Urban Council. Part II, Status, powers and Duties of urban Councils. Part III, Powers and Duties as to thoroughfares. Part IV, Powers and Duties as to Public Health. Part V, Public Utility Services. Part VI, By Laws. Part VII, Local Fund. Part VIII, Central Control. Part IX, General. Part X, Repeal, Application of existing Laws, Transitional arrangements, and Miscellaneous Provisions.
The present Law establishes the form of land ownership, the base of origin, changes and cessation of land ownership, regulates the order of realization of the rights and the duties of landowners. The land relationship connected with privatisation of buildings, structures, and constructions belonging to state property are regulated by special acts related to land legislation. Land ownership in the Republic of Belarus is present in the forms of state and private ownership.
Section 8L on Remission of rates has been added and the amendment included in Section 2 shall enter into force as per the 12th November 1979.

Part IIA has been added right after Part II of the principal enactment and it contains provisions for the planning procedures, the institution of a Planning Committee, functions and tasks. Other minor amendments have been inserted in the text of other Sections, dealing mostly in definition of powers of Authority, offences and penalties and other administrative issues. A new Schedule has been added too.

Section 127E: when a tree or part of it is potentially damaging a building, the Council Chairman may require that the owner or tenant of the land where that tree is standing on to provide for it being felled whole or in part.
