The present Regulation is made under the Land Act. Section 1 of the afore-mentioned Regulation establishes that for the purposes of the Land Act, "fossil" means the preserved remains, traces or imprints of organisms from the geological past. The text consists of 1 section.

This Regional Law regulates the issues of allocation free of charge in ownership to legal persons of plots of land pertaining to state or municipal property. It shall be applicable to plots of land with non-delimited plenary powers and jurisdiction that can be disposed of by local government and also to plots of land pertaining to municipal property. The aforesaid plots of land can be allocated for collective housing construction.

This Regional Law regulates relations in the sphere of protection, management and reproduction of urban forests with a view of creation of favourable environment for the population. The role of urban forests shall be as follows: (a) recreational, ecological, aesthetic, sanitary and other protection functions; (b) tourism and sport. In case of planning of economic activities on areas under urban forests reforestation and forest conservation arrangements shall be envisaged.

The present Act lays down provisions relating to the levying of tax on the small number of land owners in the province granted mineral rights under land before 1950. These are known as freehold mineral rights. The tax is assessed annually per hectare, depending on the amount of land to which the owner has freehold mineral rights and whether minerals are being produced from the land. This Regional Law regulates relations concerning tenure and conservation of land. Natural and legal persons shall have equal access to purchase in ownership of the plots of land. Local government shall have municipal property related to the following categories of land: (a) recognized as municipal land by federal and regional legislation; (b) right to which originates from delimitation of public property to land; (c) land purchased in accordance with civil legislation; and (d) land transferred free of charge out of federal property.

The scope of this Regional law shall be to ensure the right of citizens with three and more children for acquisition free of charge in ownership of the plots of land pertaining to state or municipal property.

This Regional Law establishes cases of allotment free of charge in ownership of the plots of land pertaining to state or municipal property.

This Regional Law establishes the modalities of calculation of land taxes and evaluation of land plots pertaining to public ownership or with undelimited ownership in case of sale thereof to owners of edifices, constructions located on the aforesaid land plots. In case of sale the aforesaid plots of land to commercial organizations, individual entrepreneurs, legal persons and citizens the amount of repayment shall be calculated as two and a half percent of cadastre value at the moment of purchase thereof.

Article 4 shall be amended to add the following wording: “Lease contract for lease of agricultural land plots pertaining to public or municipal property shall be concluded for the period from three to 49 years except for cases envisaged by the Federal Law “On turnover of agricultural land” “.

Article 7 shall be amended to add the following wording: “Allotment to natural and legal persons owning edifices, constructions and installations located on plots of land pertaining to public or municipal property shall be performed for payment in accordance with federal and regional legislation, and normative legal acts of local government”.
