This Agriculture and Rural Development Sector Strategy is a sectoral national strategy of Afghanistan. It applies to the period of 2008-2013. The central objective of the document is to ensure the social, economic and political well-being of rural communities, especially poor and vulnerable people, whilst stimulating the integration of rural communities within the national economy.The Strategy directly addresses food security issues, including food aid and nutrition issues. In doing so, it also treats the issues in a perspective of the vulnerable population of the country.

This Act: confers powers upon the President of Kenya to grant title or other rights in Government lands; provides for the appointment of a Commissioner of Lands and such other officers as may be necessary for the administration of this Act; and defines procedures and other requirements such as registration in respect to grant of title or other rights in Government land.The Act consists of 146 sections divided into 11 Parts.The President may make grants or dispositions of any estates, interests or rights in or over unalienated Government land in accordance with section 3.

This Act amends, among other things, the Land Act, 1999. Section 23 is amended by deleting word "two years" appearing in paragraph (b) of subsection (5) and substituting for it the word "five years." and a new savings provision in inserted. This Decree provides for the granting of certificates to persons with rights to use land and own houses and other land-attached assets. Certificates shall be granted for each land lot and the cases eligible for being granted a certificate are outlined in the Decree.The Decree further provides for requirements and procedures for obtaining a certificate and implementation responsibilities of the ministries, Provincial-level People’s Committees and the District-level Natural Resources and Environment Divisions.
