This strategic framework serves to guide and support the operational response of the World Bank Group (WBG) to new development challenges posed by global climate change. Unabated, climate change threatens to reverse hard-earned development gains. The poorest countries and communities will suffer the earliest and the most. Yet they depend on actions by other nations, developed and developing. While climate change is an added cost and risk to development, a well-designed and implemented global climate policy can also bring new economic opportunities to developing countries.

This article provides evidence from one of the poorest countries in the world that the institutions of property rights matter for efficiency, investment, and growth. With all land state-owned, the threat of land redistribution never appears far off the agenda. Land rental and leasing have been made legal, but transfer rights remain restricted and the perception of continuing tenure insecurity remains quite strong. Using a unique panel data set, this study investigates whether transfer rights and implied tenure insecurity affect household investment decisions, focusing on trees and shrubs.

Pacific Island Countries (PICs) are often cited as being the most vulnerable to the future impacts of a changing climate. Furthermore, being located in the ‘Pacific Rim of Fire’, PICs have long been exposed to the impacts of a range of natural and climate-related extreme events—such as earthquakes and cyclones—and are considered to be amongst the most vulnerable countries to natural disasters. The physical vulnerability of Pacific towns and cities is further exaggerated by development deficits, geographical isolation, weak governance, and complex issues of land tenure.

This document analyzes the implications for land tenure and land policy of climate change. It assesses the implications of ongoing anthropogenic climate change resulting from greenhouse gas emissions for land tenure and the role that land policy can play in climate change adaptation planning in the developing world; it also sets out a simple framework for tracing the linkages between climate change, impacts on land use systems, and the land tenure implications, including those which result from adaptation and mitigation responses to global warming.

The Working Group has developed the criteria of categorization of industrial sectors based on the Pollution Index which is a function of the emissions (air pollutants), effluents (water pollutants), hazardous wastes generated and consumption of resources. For this purpose the references are taken from the the Water (Prevention and Control of Pollution ) Cess (Amendment) Act, 2003, Standards so far prescribed for various pollutants under Environment (Protection) Act , 1986 and Doon Valley Notification, 1989 issued by MoEFCC.

While rainfed agriculture in small and marginal land is the main livelihood practice, the NTFPs provides subsistent food, nutrition and income security round the year.
