This Regulation consisting of 19 articles aims to regulate provisions on short-term and long-term plans to combat the harmful effects of dust in the country. The Regulation establishes the Committee to Combat Dust under the supervision of the Department of Environment.

The Regulation, which consists of 10 articles, provides for the establishment of tourism centers in different areas of the State. In particular, the Regulation divides the areas, based on capability to provide services for tourists, in four levels as follows: international level, national level, provincial level, and domestic level. The ‘Cultural heritage Organization’ determines the requirements for the establishment of the tourism centers on each level.

The present Regulation enforces the Law on Assignment and Reclamation of Lands in the Islamic Republic of Iran’. In particular, all lands in possession of the government and natural resources land is transferable except for grasslands, forests, national parks and lands of nomad’s migration. The Committee may transfer the lands which are abandoned for five years without any reasonable justification.

the system of land registration is protective formalism that is formed based on the theory of “public confidence”. This theory presumes that what reflected by the land registration offices is based on the legal fact. This theory, which provides legal stability and security in transactions, is manifested in three guiding principles including “mirror principle”, “curtain principle” and “insurance principle”, and offers an “abstractive description” to a land registration system.

Guaranty of security of juridical act about lands is a more important difficulties in every country. Disregarding the independence of land registration system from the system of civil law and disregarding bases and functions of land registration system has resulted in making mistakes by judicial doctrine and precedent in order to propose proper suggestions for solving the problems related to land registration system and to sanction for juridical acts about lands.

The Act is the Statute of the Urban Land Organization as a subordinate department of the Ministry of Housing and Urban Development. The main duty of the Organization is to implement the rules and regulations regarding the lands which are inside of city limits.
