The purpose of this Act is to raise funds for the maintenance and management of agricultural production infrastructure, and thus contribute to the development of agricultural and fishing villages by developing and using agricultural infrastructure and its adjacent areas in a systematic and environment-friendly manner. Special cases in this Act concerning regulations applicable to the project for the utilization of agricultural production infrastructure and its adjacent area shall take precedence over any other Act, provided that if any other Act has more relaxed provisions than special exceptions in this document, such provisions of the other Acts shall prevail. Each project implementer shall prepare a plan for the implementation of the project for the utilization of the agricultural production and shall file an application for approval with the Minister of Agriculture, Food and Rural Affairs.
