The President decrees that plots of land allotted for construction shall be transferred under mortgage exclusively with edifices and constructions located thereon. Transfer of the plots of land in private ownership under mortgage for obtaining land based credit shall be legalized in the form of notarized written contract subject to compulsory registration by the local state authority in the sphere of immovable property.
