An Act to provide for support, administrative services and assistance for communities resident in Torres Strait or deemed so to be and for management of lands for use by those communities and for related purposes.

The Act provides for the management of the territory of Torres Strait and for the support to communities residing in the area; it consists of 85 sections divided into 11 Parts. The chief executive is the officer responsible for the administration of the Act. Part 3 provides for the creation of island councils, which are body corporate responsible for the management of council areas. Their operation, functions and powers are regulated under the Act. Part 4 provides for the continuation of the Island Advisory Council under the name of Island Coordinating Council, and contains provisions on its membership, its operation, its functions and powers. Part 5 provides for the continuation of the Island Industry Board and regulates its operation and powers. Part 6 contains provisions on the entry on the area and Part 7 governs the financial assistance to be given to islanders. Under Part 8, some rights of islanders are reaffirmed, among them, the right to certain natural resources and the right to certain forest products and quarry materials.
