It is hereby laid down the regional legislative framework in matter of territorial use, management and planning. The overall objective pursued is sustainable development in the management of the regional territory. The Act applies both to the Natural and Environmental System (SNA) of the Region and to urban settlements. The objectives of the regional territorial policy shall be defined in the Regional Structural Framework (QSR) as per article 12. Further programmes shall be adopted by the Provinces and the Communes as regards local level. Article 10 is devoted to the Regional Chart on Soil, which shall define the perimeter of the systems included in the regional territory as well as the initiatives and protective measures to be undertaken in accordance with Act No. 183 of 1989.
