The authorized representatives of the state bodies of state power of the Russian Federation and the bodies of state power of the Kabardino-Balkarian Republic have agreed on the following: 1) The Kabardino-Balkarian Republic shall execute the authority in the following fields: a) management of state property; b) external trade. 2) The following issues are within the joint jurisdiction of the Russian Federation and of the Kabardino-Balkarian Republic: a) relating to possession, use and disposal of land, subsoil, water and other natural resources, including the right of the Kabardino-Balkarian Republic to establish private property on land; b) delimitation of state property; c) nature management, environmental protection and ensuring ecological safety, protected areas, conservation of historical and cultural monuments; d) protection of primordial natural habitat of indigenous inhabitants and traditional way of life of scanty ethnic communities. 3) The following issues are within the jurisdiction of the Russian Federation: a) federal state property and its management; b) establishment of the basis for federal policy and federal programs in the field of governmental, economic, environmental, social, cultural and national development of the Russian Federation; c) federal power systems, nuclear energy, fissile materials, federal transport, traffic, communication pathways, information and communication systems; d) status and defence of state borders, territorial waters, air space, the exclusive economic zones and continental shelf of the Russian Federation; e) meteorological service, standards, gauges, metric system and time calculation, geodesy and cartography; f) Federal State Service.
